Warsaw challenges provincial governor

The city argues that the original by-law was within their purview while the governor argues that the Warsaw authority has exceeded its legal powers. The governor also argued that the authority has not discussed the matter with the Historic Preservation Officer and had failed to publish the decision in a timely manner. The resolution passed by the Warsaw authorities would severely limit where advertising hoardings could be placed, limiting billboards to the ground floor and along specifically designated traffic routes.
