POLAND Unfinished landmark on sale again

Polish-Russian gas company Europol Gaz has once more put up for sale a 2.27 ha site at ul. Literacka 7 in Warsaw’s Bielany district – on which stands the shell of a large building project that was abandoned in 2002.

Colliers International, which is supporting the sale process, describes the site as “one of the most attractive plots in Warsaw”. The property consists of four plots of land – two owned by the company and two in perpetual usufruct. The unfinished building is currently in a partially enclosed shell-state. A building permit is still in place for an office and service building with a total usable area of app. 35,000 sqm.

The building was originally commissioned to celebrate the completion of the Polish section of the Yamal-Europe gas pipeline in 1999 and was intended to serve as Europol’s headquarters. Construction work began in 2000 on the complex, which was designed by the late architect Tadeusz Spychała. As well as offices it was to have included a monitoring centre for the gas pipeline, a conference centre, a catering area, a complex of exhibition halls, an underground car park, tennis courts and a winter garden. However, with the cancellation of the second line of the pipeline, the work suddenly discontinued and has never been resumed. Europol initially offered the project to the city, which refused due to the tax it would have to pay for the donation on top of the costs of completing the project. An attempt was made to sell it in 2015 for around PLN 79 mln, which came to nothing.

The property, which is situated close to the junction of el. Armii Krajowej and ul. Generała Maczka on the boundary of Żoliborz district, will not be auctioned, but a minimum price has been set for potential buyers of PLN 48.4 mln (app. EUR 10.56 mln). The deadline for submitting offers is noon on November 16th.
