ROMANIA Death knell for Cathedral Plaza

Nicușor Dan, the Mayor of Bucharest, has announced that he has signed an order for the demolition of the controversial Cathedral Plaza building, which is situated just behind the city’s St Joseph Roman Catholic cathedral.

Cathedral Plaza, which was completed in 2010, is the fifth tallest building in the city, with 19 storeys and 15,000 sqm of leasable space. It was developed by Millennium Investments, the majority shareholder of which is Israeli businessman Eyal Ofer. However, following objections by the local Catholic diocese, which argued that the building could damage the foundations of St Joseph’s Cathedral, ten days after the construction work was completed, the original building permit was revoked by the city council, ruling that the building had therefore been constructed illegally. Since then, legal disputes have been ongoing over the status of the building, which was eventually sold to Ioannis Papalekas, the founder and former CEO of Globalworth, in 2013. The city council issued a demolition order the same year, triggering further legal action over who should pay for the work and compensation.

Mayor Nicușor Dan’s latest statement reads thus: “This morning I signed the demolition order for Cathedral Plaza, the building illegally built in the vicinity of the Roman Catholic Cathedral on Strada General Berthelot. Since January 2013, the City Hall of the Capital has been forced, by a definitive court order, to demolish the building. This obligation, however, was ignored by the former mayors Sorin Oprescu and Gabriela Firea. I specify that there are still a few administrative steps to be completed until the effective start of the demolition work, so I will come back with information at the right time. The costs of the demolition will be initially borne by the municipality and will eventually be recovered by the owner of the building. Our goal is that the land on which Cathedral Plaza is now located will be harmoniously integrated into the urban landscape of Bucharest, and for this we have the full openness to collaborate with both the owner and the City Hall of Sector 1.”
