Tender was at fault, concludes inspection

The Supreme Board of Inspection (NIK) has claimed that the tender for the construction of the new terminal at Okęcie airport, contained a number of discrepancies. It holds that the winning consortium of Ferrovial-Budimex-Estudio Lamela, was selected on criteria that were unclear and that important requirements were not met.
That the design and construction were tendered together, the costs of carrying out the tender were unusually high, (they came to PLN 16.7 mln), the contract was signed before finance for the project was secured and that the money for additional infrastructure work has yet to be made available, are all flaws the board has highlighted.
