POLAND State owned bank BGK Nieruchomości and the Polish State Railways (PKP) have signed an agreement to open the way for the inclusion of the government’s Apartment Plus [Mieszkanie Plus] housing programme for 17 plots in prime locations in ten cities and towns in Poland.
A competition for the development of the architectural, technological and material concept under the Mieszkanie Plus programme is to be announced soon. The commercial aspect of the scheme, which is being operated by BGK Nieruchomości, involves the construction of apartments for rent at affordable prices with the option of the tenant eventually becoming the owner of the property. It is designed to address the current housing shortage, of between 0.5 and 3 mln homes, utilising land currently held by state or partly state-owned bodies.
“With PKP we have initially chosen plots with a combined area of app. 250 ha, where app. 40,000 apartments could be built. The numbers will certainly be made official at some point, after an analysis of the land and the local zoning plans as well as the preparation of the final architectural concepts,” emphasised Bartłomiej Pawlak, a member of the board at BGK Nieruchomości. “We are starting the first stage of our cooperation with PKP today, initially by selecting 17 locations in ten cities and towns, but we are ultimately interested in projects in the app. 70 cities and towns where PKP owns plots. We will soon be able to analyse the sites extensively,” he added.
The plots acquired include sites in Poznań’s Wolne Tory district and Warsaw’s Odolany district as well as in Kuźniki and near the Świebodzicki station in Wrocław. The contract signed by BGK Nieruchomości and PKP stipulates the principles of cooperation for the development of commercial residential projects under the Mieszkanie Plus programme as well as service and commercial projects by SPV companies appointed for this purpose. The apartments could be built on large plots in Poznań, Warsaw and Wrocław as well as smaller ones in Białystok, Chorzów, Gdańsk, Katowice, Łomża, Łowicz and Szczecin.
“Thanks to the cooperation with BGK Nieruchomości PKP has gained a significant financial partner, thanks to which it can undertake the development of railway sites all over the country that are no longer used. PKP wants to develop offices and retail facilities in joint enterprises with modern and multifunctional districts to be developed on the largest plots,” commented Michał Beim, a member of the board at PKP. “We are glad that the majority of the joint projects will be located near stations, because their residents will be potential railway passengers,” he added. Mieszkanie Plus has also joined by the Głogów, Gorzów Wielkopolski, Oława, Świnoujście and Zielona Góra administrative districts. A competition for the architectural and technological designs to be used by the Mieszkanie Plus programme will be announced soon. It is aimed at deciding on the spatial arrangement as well as material and technical concepts to be used for a model complex of residential buildings. More details of the project will be published within a month.
“We have made approaches to precast concrete producers to become involved in the Mieszkanie Plus programme. At the same time, the architectural competition is being prepared. We are looking for innovative ideas and pre-designed solutions for ensuring the high quality of the buildings, which are to be constructed at a cost of less than PLN 2,000 per sqm. The concepts that come out of the competition will be implemented in the projects we develop,” revealed Grzegorz Muszyński, a member of the board at BGK Nieruchomości. BGK Nieruchomości has partnered for the organisation of the competition with the Polish Association of Architects and the faculty of architecture of the Warsaw University of Technology. Entries can be submitted at www.bgkn.pl. The first stage of the competition involves drawing up the general concept, while the second stage requires a detailed architectural approach and the application of modern precast technology for specific tasks.
