The authorities should seriously think about public-private partnerships

"In my opinion, now is the time to think about what companies should be doing after 2020. And the authorities should seriously think about public-private partnerships. It doesn’t matter whether it’s cheaper or not. One could say that it is more expensive, but it takes several or many years to carry out such projects. But if they can be thoroughly analysed, they are not so expensive. However, there is no coherent law for PPP, although it is being amended all the time. The government should be more prepared. And as we can see, something is being done, like the project in Nowy Sącz or the one we are working on," said in an interview Henryk Liszka, the CEO od Hochtief Polska.

According to Henryk Liszka, PPP consists of three things: firstly, a company that will design and construct a project, secondly, a company that will carry out a project for 20 or 30 years; and the third element: the financing. "And these three elements have to be bond together. I think that the third element is the most important. And this is where a good law is necessary. But financial institutions do exist that are willing to participate in such projects. This has been shown in the UK and Germany, so it is possible," explained the CEO of Hochtief Polska.

"After the funds for the Euro 2012 football tournament were used up, the competition in our basic sectors was more visible, because there was nothing left to do in the infrastructure sector. What needed to be done was already done. But once again the situation has now turned round. The larger companies that do infrastructure, that is, roads, etc., are concentrating on those projects. So maybe it will be easier for us to do deals with the competition in our basic sectors," Henryk Liszka told Eurobuild CEE.
