new flats by housing co-operatives decreased by over 55 %. The number of
flats for sale or for rent over all fell by over 13 %. A 15 % increase
was recorded in residential construction activity was undertaken by
private individuals and companies building for their employees.

Warsaw not to renovate blocks built in the 60's and 70's
Warsaw authorities have decided not to renovate blocks of flats built in
the 60's and 70's, as the city cannot afford the high costs this will incur. A similar programme was undertaken a few years ago in Berlin
where c.100,000 flats were renovated. The cost of 'modernisation' of one
sqm amounted to PLN 1,500 - 2,100 with Berlin city authorities
supporting the housing co-operatives. Their assistance reached 80
percent of the cost of the undertaking.
